Bunun yan\u0131nda Suriye, Afganistan, Irak, Nijerya ve baz\u0131 Afrika \u00fclkelerinden gelen s\u0131\u011f\u0131nmac\u0131lar i\u00e7in T\u00fcrkiye as\u0131l hedef \u00fclke olmay\u0131p k\u0131sa s\u00fcreli e\u011fitim ve \u00e7al\u0131\u015fman\u0131n ard\u0131ndan as\u0131l hedefleri olan Avrupa \u00fclkelerine ge\u00e7i\u015f i\u00e7in bir konaklama noktas\u0131d\u0131r.<\/p>\n<p>T\u00fcrkiye, do\u011fusunda ve g\u00fcneyinde \u00e7at\u0131\u015fma ve istikrars\u0131zl\u0131klar\u0131n ya\u015fand\u0131\u011f\u0131 baz\u0131 Orta Do\u011fu ve Asya \u00fclkeleriyle, bat\u0131s\u0131nda refah d\u00fczeyi ve insan haklar\u0131 standartlar\u0131 y\u00fcksek Avrupa \u00fclkeleri aras\u0131nda k\u00f6pr\u00fc konumundad\u0131r. \u00d6zellikle son y\u0131llarda artan ekonomik ve siyasi g\u00fcc\u00fc ve istikrarl\u0131 yap\u0131s\u0131, T\u00fcrkiye\u2019yi d\u00fczenli ve d\u00fczensiz g\u00f6\u00e7 hareketleri i\u00e7in \u00e7ekim merkezi haline gelmi\u015ftir. Bu durum, g\u00f6\u00e7\u00fcn T\u00fcrkiye\u2019nin ekonomik, sosyo-k\u00fclt\u00fcrel ve demografik yap\u0131s\u0131 ile kamu d\u00fczeni ve g\u00fcvenli\u011fi \u00fczerindeki etkilerini g\u00fcndeme getirmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>Suriye&#8217;de 2011 y\u0131l\u0131nda ba\u015flayan ve bir i\u00e7 sava\u015fa d\u00f6n\u00fc\u015fen sosyo-politik s\u00fcre\u00e7te, demokratik talepleri \u015fiddetle bast\u0131r\u0131lan ve ya\u015fam haklar\u0131 tehdit alt\u0131nda olan 2,5 milyondan fazla Suriyeli, temel insan haklar\u0131ndan olan s\u0131\u011f\u0131nma\/iltica haklar\u0131n\u0131 kullanarak \u00e7e\u015fitli \u00fclkelere g\u00f6\u00e7 etti. Birle\u015fmi\u015f Milletler ve T\u00fcrkiye verilerine g\u00f6re, bu s\u00fcre\u00e7te \u00fclkeye ilk olarak 29 Nisan 2011 tarihinde giri\u015f yapan Suriyeli s\u0131\u011f\u0131nmac\u0131 say\u0131s\u0131n\u0131n 22 s\u0131\u011f\u0131nmac\u0131 kamp\u0131nda 200 bini, kamp d\u0131\u015f\u0131nda 600 bini a\u015ft\u0131\u011f\u0131, toplamda ise 800 bine ula\u015ft\u0131\u011f\u0131 belirtilmektedir. Resmi verilerin \u00e7ok \u00fcst\u00fcnde olan ve yakla\u015f\u0131k y\u00fczde 80\u2019ini kad\u0131n ve \u00e7ocuklar\u0131n olu\u015fturdu\u011fu s\u0131\u011f\u0131nmac\u0131 n\u00fcfusunun 1 milyonu a\u015fmas\u0131 \u00f6ng\u00f6r\u00fclmektedir.<\/p>\n<p><strong>T\u00fcrkiye\u2019de Suriyeli Si\u011finmacilarin Durumu<\/strong><\/p>\n<p>T\u00fcrkiye, i\u00e7 \u00e7at\u0131\u015fmalar nedeniyle ya\u015famlar\u0131 tehdit alt\u0131nda olan Suriyelilere 2011 Nisan ay\u0131nda s\u0131n\u0131rlar\u0131n\u0131 a\u00e7t\u0131. \u00d6nce, uluslararas\u0131 hukukta herhangi bir kar\u015f\u0131l\u0131\u011f\u0131 bulunmayan \u201cmisafir\u201d stat\u00fcs\u00fc verilen s\u0131\u011f\u0131nmac\u0131lara, 2012 y\u0131l\u0131 Nisan ay\u0131nda yay\u0131nlanan genelge ile \u201cge\u00e7ici koruma\u201d stat\u00fcs\u00fc verildi. T\u00fcrkiye ayn\u0131 y\u0131l Ekim ay\u0131nda, sa\u011flad\u0131\u011f\u0131 bu ge\u00e7ici korumay\u0131 geni\u015fletti. Bu s\u00fcre\u00e7te T\u00fcrkiye krizin olduk\u00e7a h\u0131zl\u0131 bir \u015fekilde \u00e7\u00f6z\u00fclece\u011fi ve s\u0131\u011f\u0131nmac\u0131lar\u0131n \u00fclkelerine geri d\u00f6n\u00fc\u015f yapaca\u011f\u0131 beklentisi i\u00e7indeydi. K\u0131sa s\u00fcrmesi beklenen kriz gittik\u00e7e karma\u015f\u0131k bir hal al\u0131rken, Suriye\u2019de kitlesel k\u0131y\u0131mlar\u0131n ya\u015fand\u0131\u011f\u0131 \u00e7ok daha dramatik bir tablo ortaya \u00e7\u0131kt\u0131 ve ba\u015fka \u00fclkelere s\u0131\u011f\u0131nan Suriyelilerin geri d\u00f6n\u00fc\u015f ihtimalleri ise olduk\u00e7a azald\u0131. Ya\u015fanan politik s\u00fcre\u00e7te, mevcut t\u00fcm veriler Suriye\u2019de ya\u015fanan krizin uzun y\u0131llara yay\u0131laca\u011f\u0131 \u00f6ng\u00f6r\u00fcs\u00fcn\u00fc destekliyor.<\/p>\n<p>T\u00fcrkiye\u2019de kamp i\u00e7i ve d\u0131\u015f\u0131nda olmak \u00fczere toplamda 1 milyonu a\u015ft\u0131\u011f\u0131 tahmin edilen s\u0131\u011f\u0131nmac\u0131 say\u0131s\u0131ndaki art\u0131\u015f\u0131n bir s\u00fcre daha devam edece\u011fi \u00f6ng\u00f6r\u00fcl\u00fcyor. S\u0131\u011f\u0131nmac\u0131 ak\u0131n\u0131, \u00f6zellikle s\u0131n\u0131r illerinin demografik yap\u0131s\u0131n\u0131 etkilerken, baz\u0131 s\u0131n\u0131r illerinin n\u00fcfusu yakla\u015f\u0131k iki kat\u0131na \u00e7\u0131km\u0131\u015f bulunuyor. \u0130stanbul, \u0130zmir ve Ankara gibi b\u00fcy\u00fck \u015fehirlerdeki s\u0131\u011f\u0131nmac\u0131 varl\u0131\u011f\u0131 ise y\u00fcz binlerle ifade ediliyor.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>E\u011fitim Hizmetlerine Eri\u015fim<\/strong><\/p>\n<p>Kamp d\u0131\u015f\u0131nda ya\u015fayan s\u0131\u011f\u0131nmac\u0131 \u00e7ocuklar ve e\u011fitimini yar\u0131m b\u0131rakarak gelmi\u015f gen\u00e7 s\u0131\u011f\u0131nmac\u0131lar e\u011fitim hizmetlerine eri\u015fim noktas\u0131nda kamplarda ya\u015fayanlara nazaran \u00e7ok daha fazla s\u0131k\u0131nt\u0131 ya\u015f\u0131yor. Kamplarda ya\u015fayan ve kay\u0131tl\u0131 s\u0131\u011f\u0131nmac\u0131lar i\u00e7in baz\u0131 illerde e\u011fitim hizmeti verilmekte ve bu s\u0131\u011f\u0131nmac\u0131lar \u00fcniversitelere anla\u015fmal\u0131 olarak devam edebilmektedir. Kamp d\u0131\u015f\u0131nda ya\u015fayan ve s\u0131n\u0131rdan yasa d\u0131\u015f\u0131 ge\u00e7i\u015f yapm\u0131\u015f s\u0131\u011f\u0131nmac\u0131 stat\u00fcs\u00fc almam\u0131\u015f Suriyeliler ise bu imkandan b\u00fcy\u00fck oranda mahrum bulunurken, az bir k\u0131sm\u0131 e\u011fitim olanaklar\u0131ndan faydalanabilmektedir. Rapor kapsam\u0131nda yap\u0131lan g\u00f6r\u00fc\u015fmelerde temel ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamakta dahi s\u0131k\u0131nt\u0131 ya\u015fayan s\u0131\u011f\u0131nmac\u0131lar\u0131n, e\u011fitim ihtiyac\u0131n\u0131 \u015fimdilik g\u00f6z ard\u0131 ettikleri, bununla birlikte ilerisi i\u00e7in ciddi endi\u015feler ta\u015f\u0131d\u0131klar\u0131 g\u00f6r\u00fcld\u00fc.<\/p>\n<p><strong>S\u0131\u011f\u0131nmac\u0131 Kad\u0131nlar\u0131n Sosyal Ya\u015fam\u0131<\/strong><\/p>\n<p>S\u0131\u011f\u0131nmac\u0131 kad\u0131nlar\u0131n g\u00fcnl\u00fck ya\u015famlar\u0131n\u0131 olumsuz toplumsal kabullerin etkiledi\u011fi ve bu kad\u0131nlar\u0131n kimi zaman e\u015flerinin ya da ailelerinin bask\u0131s\u0131yla, yaln\u0131z ya\u015fayanlar\u0131n ise kendi inisiyatifleriyle toplumdan tecrit edilmi\u015f bir ya\u015fam s\u00fcrd\u00fcrd\u00fckleri g\u00f6r\u00fcld\u00fc. Konuyla ilgili yap\u0131lm\u0131\u015f ara\u015ft\u0131rmalar\u0131n da ortaya koydu\u011fu \u00fczere g\u00f6\u00e7menlik olgusunun sebep oldu\u011fu psiko-sosyal s\u00fcre\u00e7leri kad\u0131nlar daha a\u011f\u0131r ya\u015famaktad\u0131rlar.<\/p>\n<p><strong>\u0130stihdam Sorunu ve Emek S\u00f6m\u00fcr\u00fcs\u00fc<\/strong><\/p>\n<p>S\u0131n\u0131r illerinde ve b\u00fcy\u00fck\u015fehirlerde ortak ya\u015fanan bir di\u011fer sorun ise s\u0131\u011f\u0131nmac\u0131lar\u0131n piyasan\u0131n olduk\u00e7a alt\u0131nda \u00fccretlerle ucuz i\u015f g\u00fcc\u00fc olarak \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131. \u00d6zellikle baz\u0131 s\u0131n\u0131r illerinin n\u00fcfusu neredeyse ikiye katlanm\u0131\u015f durumda. Bu durum sosyok\u00fclt\u00fcrel dokuyu ve yerel ekonomiyi ciddi anlamda etkilemi\u015f ve de\u011fi\u015ftirmi\u015f. Bu yo\u011funluk yerel ekonomiyi k\u0131smen canland\u0131rm\u0131\u015f ancak piyasada \u00fcr\u00fcnlerin \u00e7ok pahalanmas\u0131 sonucunu da do\u011furmu\u015f. Ev kiralar\u0131 normalin \u00fc\u00e7-d\u00f6rt kat\u0131na \u00e7\u0131km\u0131\u015f. Kilis\u2019te yap\u0131lan g\u00f6r\u00fc\u015fmelerde kriz \u00f6ncesi 200-250 TL olan ev kiralar\u0131n\u0131n 750-bin TL \u2018ye kadar art\u0131\u015f g\u00f6sterdi\u011fi belirtiliyor. Yerle\u015filen ilin iklim ko\u015fullar\u0131, ekonomik yap\u0131s\u0131 s\u0131\u011f\u0131nmac\u0131lara istihdam alan\u0131 a\u00e7\u0131s\u0131ndan farkl\u0131 ko\u015fullar sunuyor. \u00d6zellikle s\u0131\u011f\u0131nmac\u0131lar\u0131n yo\u011funluklu bulundu\u011fu g\u00fcney s\u0131n\u0131r\u0131na yak\u0131n b\u00f6lgede tar\u0131m sekt\u00f6r\u00fc ile muhtelif end\u00fcstriyel sekt\u00f6rler ba\u015fta olmak \u00fczere, hizmet sekt\u00f6r\u00fcnde ve hemen t\u00fcm sekt\u00f6rlerde s\u0131\u011f\u0131nmac\u0131lar ucuz i\u015f g\u00fcc\u00fc olarak \u00e7al\u0131\u015ft\u0131r\u0131l\u0131yor. Normalde de d\u00fc\u015f\u00fck olan kad\u0131n istihdam\u0131 dil sorunu ve toplumsal cinsiyet rollerine ba\u011fl\u0131 ek engeller nedeniyle s\u0131\u011f\u0131nmac\u0131 kad\u0131nlar\u0131n istihdam\u0131n\u0131 daha da zorla\u015ft\u0131r\u0131yor. \u0130stihdam olanaklar\u0131n\u0131n \u00e7ok k\u0131s\u0131tl\u0131 olmas\u0131 kad\u0131nlar\u0131 destek alarak ya\u015famlar\u0131n\u0131 idame ettirmeye daha fazla ba\u011f\u0131ml\u0131 k\u0131l\u0131yor. \u00c7al\u0131\u015fma imkan\u0131 bulan s\u0131\u011f\u0131nmac\u0131 kad\u0131nlarsa toplumsal cinsiyet rollerine uygun g\u00f6r\u00fclen temizlik, \u00e7ocuk, hasta, ya\u015fl\u0131 bak\u0131m\u0131 gibi i\u015flerde ve tar\u0131m, turizm ve hizmet sekt\u00f6r\u00fcnde yine kay\u0131t d\u0131\u015f\u0131, d\u00fc\u015f\u00fck \u00fccret ve k\u00f6t\u00fc \u00e7al\u0131\u015fma ko\u015fullar\u0131na maruz kalmaktad\u0131r.<\/p>\n<p><strong>S\u0131\u011f\u0131nmac\u0131lar\u0131n Sa\u011fl\u0131k Hizmetlerine Eri\u015fimi<\/strong><\/p>\n<p>T\u00fcrkiyedeki t\u00fcm s\u0131\u011f\u0131nmac\u0131lar bula\u015f\u0131c\u0131 ve salg\u0131n hastal\u0131klardan korunma hizmetleri ve acil sa\u011fl\u0131k hizmetlerinden \u00fccretsiz olrak yararlanmaktad\u0131r.Bunun d\u0131\u015f\u0131ndaki hizmetler \u00fccrete tabidir. The Customs Criminal Investigation Office has police tasks<br \/>\nas well.<\/p>\n<p>Tasks and powers of state and federal police are clearly defined and separated from each other.<\/p>\n<p>The primary objectives of the <strong><em>Federal Police<\/em><\/strong> are to protect rail and air traffic, to guard the coasts, to protect the borders, to guard premises of the Federal Office for<br \/>\nthe Protection of the Constitution and guarantee personal security.<\/p>\n<p>The <strong><em>State Police Services <\/em><\/strong>consist of police officers in uniform, detectives and traffic police. They investigate criminal offences, fight crime, stave off dangers,<br \/>\ninvestigate accidents, search for missing persons and \/ or offenders, prevent crime as well as recruit and train future police officers.<\/p>\n<p>In case of major events they rely on the <strong><em>Riot Police, <\/em><\/strong>who provide security for public gatherings and football games etc.<\/p>\n<p>The Air Support Unit, the Dog Section, the Mounted Unit, the River Police and others are part of the State Police Service as well<\/p>\n<p>The police cooperate with other public authorities, e.g. with the public order office, the youth welfare office, the foreign nationals office, the fire department, the rescue service, the courts<br \/>\nof law and pastoral care services.<\/p>\n<ol start=\"2\">\n<li><strong> Help in Emergencies<\/strong><\/li>\n<\/ol>\n<p>You can contact the police calling 110. In case of a fire or other life-threatening situations (medical emergency) you should dial 112. The calls will be passed on to the fire department and the<br \/>\nmedical emergency centre. The emergency numbers 110, 112 and 116117 are free of charge.<\/p>\n<p>If you want to report an offence, you can contact the police<\/p>\n<ul>\n<li>by phone: emergency number 110 (in urgent emergencies) or the respective number of the local police station in charge<\/li>\n<li>online using an online form<\/li>\n<li>by mail, i.e. mailing the report to the local police station in charge<\/li>\n<li>in person (some police stations, especially in rural areas, have opening hours. Police stations in bigger towns are open 24 hours and always available)<\/li>\n<li>by emergency fax or text message if you have a hearing disability.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Questions asked in case of an emergency call:<\/p>\n<ul>\n<li><em>Where<\/em>: exact location<\/li>\n<li><em>What<\/em>: kind of the incident \/ emergency<\/li>\n<li><em>When<\/em>: precise time when the incident happened<\/li>\n<li><em>How many<\/em>: number of people involved (e.g. in a road traffic accident)<\/li>\n<li><em>Who<\/em>: name of caller, address and phone number<\/li>\n<\/ul>\n<p><em>\u00a0<\/em><\/p>\n<p>The emergency call centre ends the call.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><strong> Law enforcement on the road \u2013 behaviour on the road \u2013 traffic check<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>As a road user (driver of a passenger car or lorry) you have to have the following items with \u00a0in your vehicle and present them in case of a check: warning triangle, warning vest and first-aid<br \/>\nkit. Apart from that you have to carry your: driving licence, ID card \/ passport \/ residence permit, and vehicle registration document. In case of an accident call the emergency number 110. You<br \/>\nhave to set up a warning triangle about 50 \u2013 150 m from the accident scene on the right-hand road side in order to warn other road users of the accident scene \/ obstruction.<\/p>\n<p>&nbsp;<\/p>\n<p>If you have caused an accident, you need to call the police. Otherwise this is a case of failing to stop after an accident or hit and run. The police attending the accident scene are neutral and<br \/>\nimpartial.<\/p>\n<p>&nbsp;<\/p>\n<p>After an accident or during a traffic check the police may breathalyse you and \/ or conduct a drug test. The <em>breath test<\/em> is generally voluntary. If you do not agree to the test and the<br \/>\npolice have further suspicions, a blood sample might be taken by a doctor. There are certain legal alcohol limits for drivers in Germany. The <em>drug test <\/em>can detect the kind of drug that<br \/>\nwas consumed by testing your sweat and is also voluntary.<\/p>\n<p>&nbsp;<\/p>\n<p>To control road traffic, the police conduct speed checks. There are stationary and mobile devices. All devices are calibrated.<\/p>\n<p>&nbsp;<\/p>\n<p>If you use a vehicle on Germany\u2019s roads, you have to comply with traffic rules applying especially to approaching operational vehicles. You have to yield for police cars, ambulances or fire<br \/>\nengines using sirens and blue lights and make way for them if there is not enough room on the road. You have to drive around road blockings. This rule also applies if the police block the road.<br \/>\nNot complying with police orders or resisting the police can lead to actions against you by the police.<\/p>\n<p>You have to follow any requests and \/ or orders by the police &#8211; no matter whether they are given by male or female officers. The German police are not corrupt! Any attempt to bribe a police<br \/>\nofficer will be prosecuted.<\/p>\n<p>Near the German borders (within a range of 30 km to Germany\u2019s external border) the police are entitled to check vehicles and persons at any time.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li><strong> Interview at a police station<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>If you want to report an offence or contact the police for a certain problem, you can do this personally at a police station. In rural areas you may reach police officers during opening hours<br \/>\nonly. Police stations in bigger towns are available around the clock.<\/p>\n<p>&nbsp;<\/p>\n<p>In case of an interview you need to produce a document to identify yourself. If items were stolen from you, you have to provide documents for starting a search. The interview itself can be<br \/>\nrecorded, hand written or taken electronically. You do not receive a copy of the interview as it is part of the file for the investigation. If there are any language issues, an interpreter will be<br \/>\ncalled. German wording and instructions may be complicated and difficult to understand. It\u2019s a structure for<br \/>\nenforcing immigration policy in Bulgaria: regulation and control of the migration processes of foreigners residing in Bulgaria and for administrative service to EU citizens, citizens of states \u2013<br \/>\nparty to the European Economic Area (EEA) Agreement and citizens of the Swiss Confederation, as well as members of their families.<\/p>\n<p>MoI cooperates with the <strong>Ministry of Defense<\/strong> (within the Armed forces there is also a specialised structure Military Police) and when dealing with asylum seekers \u2013 with the<br \/>\n<strong>State Agency for Refugees (SAR)<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Help in emergencies<\/strong><\/p>\n<p>Police can be contacted by phone or by going directly to the nearest police station (during working hours). If the case is not an emergency, the phone number of the local police station should be<br \/>\nused. In cases of emergency, the number to call is <strong>112<\/strong>; the caller then gets redirected by operators to the appropriate emergency unit. Calling 112 is free of charge; the service<br \/>\nfunctions 24\/7, is accessible from everywhere and the number can be dialled even from a locked phone. Besides Bulgarian, in most cases the other European working languages like English, German and<br \/>\nFrench, and sometimes even the languages of our neighbouring countries can be used. Following the decision of the Council of Ministers in 2010, the old emergency phone numbers: 150 \u2013 medical<br \/>\nemergency, 160 \u2013 police and 166 \u2013 fire department, are redirected to the unified number 112.<\/p>\n<p>Questions asked in case of an emergency call:<\/p>\n<ul>\n<li><em>Where<\/em>: exact location<\/li>\n<li><em>What<\/em>: kind of the incident \/ emergency<\/li>\n<li><em>When<\/em>: precise time when the incident happened<\/li>\n<li><em>How many<\/em>: number of people involved (e.g. in a road traffic accident)<\/li>\n<li><em>Who<\/em>: name of caller, address and phone number.<\/li>\n<\/ul>\n<p>Guard Forces will be sent to the place of an incident in cases of reporting a crime, serious domestic arguments involving violence, complains about noise, etc. while Traffic Police will be sent to<br \/>\nplaces of traffic accidents.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Law enforcement on the road \u2013 behaviour on the road and traffic check<\/strong><\/p>\n<p>When stopping a driver on the road, police officers are required to wear uniforms (dark blue, with reflective vests and signs <em>Traffic Police<\/em>); be visible on the road (and not hide behind<br \/>\nbushes, billboards, curves, etc.); and have signs on the police car (usually in Bulgarian: <em>\u041f\u043e\u043b\u0438\u0446\u0438\u044f <\/em>or<em> \u041f\u044a\u0442\u043d\u0430 \u043f\u043e\u043b\u0438\u0446\u0438\u044f<\/em>). In Bulgaria, they usually stop vehicles by a stop baton.<br \/>\nPolice should stop a driver only when they have a reason for that.<\/p>\n<p>When stopped by the Traffic Police in Bulgaria, the driver is asked to show the following documents:<\/p>\n<ul>\n<li>ID<\/li>\n<li>valid driver\u2019s license (with control points section that is mandatory for Bulgarian driver\u2019s licences<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>)<\/li>\n<li>car registration certificate (known as \u201clittle certificate\u201d or \u201cblue certificate\u201d because of its color)<\/li>\n<li>certificate of liability insurance (for foreign vehicles \u2013 also international insurance such as green card)<\/li>\n<li>document for passed annual vehicle inspection.<\/li>\n<\/ul>\n<p>The mandatory objects the vehicle needs to be equipped with in Bulgaria are:<\/p>\n<ul>\n<li>warning triangle<\/li>\n<li>fire extinguisher<\/li>\n<li>first-aid kit<\/li>\n<li>reflective vest.<\/li>\n<\/ul>\n<p>In case of accident: first of all, the road user must stop and, if necessary, provide assistance to injured people (keeping in mind that in cases of serious injuries they are not supposed to be<br \/>\nmoved). Then, he\/she needs to call 112 where professionals will send the necessary specialists \u2013 police and, if needed, the ambulance. The warning triangle must be positioned at least 30 metres<br \/>\nfrom the obstacle in both directions (on highways this distance should be at least 100 metres).<\/p>\n<p>In the event of a traffic accident with slight damages, it is necessary to:<\/p>\n<ul>\n<li>signal the stationary vehicle<\/li>\n<li>eliminate the obstacle and move it to the side of the road if possible<\/li>\n<li>exchange general data and what is needed for damage\u2019s compensation.<\/li>\n<\/ul>\n<p>After an accident or during a traffic check the police may breathalyse the driver and \/ or conduct a drug test. When required by the police officer, the tests are mandatory (in case of refusal the<br \/>\ndriver\u2019s license is taken away by the police and the individual is not allowed to sit back behind the wheel). The limit of alcohol content in Bulgaria is 0.5 g\/l and above that various penalties<br \/>\napply (withdrawal of control points, confiscating the drivers\u2019 license or the section of the driver\u2019s license with the control points, fines, etc.). A value between 0.5 g \/ l and 1.2 g \/l is<br \/>\nconsidered an administrative offence while above 1.2 g \/l is a crime and the individual will be accompanied by traffic police to a medical facility for a blood test.<\/p>\n<p>To control road traffic, the police conduct speed checks. There are stationary and mobile devices.<\/p>\n<p>Like in other countries, in Bulgaria drivers have to comply with certain traffic rules applying especially to approaching operational vehicles. They have to yield for police cars, ambulances or<br \/>\nfire engines using sirens and \/ or blue lights and make way for them if there is not enough room on the road.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The right of Police to check documents, perform a personal search, enter your home<\/strong><\/p>\n<p>In general, Police have the right to check IDs at any time on the street: in cases with minors at night, when suspecting that a person is involved in a crime, for foreigners \u2013 as a part of special<br \/>\noperations to check legality of their IDs and permissions to be in the country. Personal search is allowed only in cases they suspect an individual of a crime or possession of illegal or stolen<br \/>\nitems. The check should be performed only by an individual of the same gender.<\/p>\n<p>Police have the right to enter individual\u2019s home only if they have a search warrant. Exceptions to this include cases where they suspect serious crime like hiding a criminal or drug possession (in<br \/>\nthis case, a search warrant is still needed as a follow-up within 24 hours). Normally, this is done by handing over a business card with the service number, the office and its telephone number. However, oral<br \/>\ntransmission of the service number or showing of the service card is also permitted.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Police training<\/strong><\/p>\n<p>Men and women who wish to become police officers must go through a selection procedure for which the respective national police departments are responsible. Once the selection procedure has been<br \/>\npassed, the candidate undergoes 24 months of basic training, consisting of face-to-face training phases to impart basic theoretical and tactical knowledge as well as internships at police<br \/>\nstations.
